What is taken into account when cl rankings are chosen?

At my school cl rankings aren't released, and no teacher, counselor , etc. has ever said a word about it to me, so I was just curious what is used to choose cl rankings. GPA? GPA and SAT? GPA, PSAT, and SAT?
